Stablecoin Payments & Crypto Cards
Custody, KYC and Geographic Restrictions
Custody concerns control and safekeeping under a particular arrangement. Card-service access concerns whether the issuer and program continue to authorize spending. A person may retain access to an onchain asset while a card program ends, or see an account balance while a specific transaction is blocked. Identify both relationships instead of using one “self-custody” label for the entire route.
What you will learn
- Distinguish asset control from continued card-service access.
- Separate identity, residence, nationality, delivery and acceptance conditions.
- Preserve exclusions and unknowns in an eligibility decision.

Learning objectives

A working wallet is not a permanent card service

Gnosis Pay's captured formal notice distinguishes continued Safe asset access from termination of its legacy card service. Its support page says new applications are closed. These findings do not mean every existing user had already lost service on the research date. They demonstrate that asset access and card continuity are separate propositions. The pages contain a conflict about some later support dates, which this lesson does not resolve by guessing. Formal notice, support
Worked example: a country match that is insufficient
Imagine a research form asks only for country of residence. A reader selects United States, and a naive filter marks every U.S. program eligible. Coinbase's captured card rules require U.S. residence outside Hawaii, a valid account and identity/address checks. A country-only test cannot decide that full condition. Coinbase eligibility
The correct bounded result is “country condition potentially matches; state and other requirements still need checking.” A Hawaiian resident does not become eligible because the form omitted the state. Likewise, U.S. citizenship while residing elsewhere does not establish the documented residence requirement.
In a fictional control model, identity is verified on day 1 but product permission expires on day 30. A day-35 purchase request needs the defined permission review. It should not be labeled identity fraud solely because permission expired, and identity verification alone should not automatically approve it.
Identity evidence ≠ residence condition ≠ product acceptance
Nationality ≠ tax residence ≠ delivery address ≠ merchant acceptance
Asset control ≠ card authorization ≠ service continuity
The time limits are invented. The country exclusion is a dated named-product documentation finding, not a universal U.S. card rule.
Map freezes and corrections separately
Ask which party can freeze the card, restrict the account, revoke a wallet spending permission or stop conversion. These actions can have different scopes and recovery processes. A card freeze may leave an underlying asset accessible; an account restriction may affect more than the plastic card. The actual agreement decides the rights and process.
FATF provides international virtual-asset standards and implementation guidance, including information collection and transfer obligations. It does not create one global KYC pass that grants every product. Domestic rules and issuer decisions require their own current basis. FATF
A useful research record separates documented positive residence conditions, explicit exclusions, age and identity requirements, product availability and unresolved facts. Shipping coverage and merchant acceptance answer other questions. A source page that lists prohibited countries does not automatically prove all unlisted residents can apply.
Common misconceptions
“KYC passed means approval everywhere.” Identity and product eligibility have different scopes.
“Self-custody means no intermediary can decline payment.” Card authorization still depends on the actual service.
“A country flag is individual acceptance.” Exclusions and other documented conditions remain.
Risks and limits
No legal residency advice, screening determination or guarantee of continued service is provided. The Gnosis and Coinbase observations are dated documentation findings, not personalized decisions. Sensitive identity data must follow the authorized process; the lesson does not collect or transmit it. No freeze, recovery or support response was tested.
Exercise and answer
Exercise: A country-only filter sees U.S. residence but has no state or identity facts. Can it positively confirm the captured Coinbase card eligibility?
Answer: No. It must preserve the Hawaii exclusion and the other conditions, and keep the individual result unresolved until relevant evidence exists.

gnosis-closure, gnosis-support, coinbase-card-eligibility and fatf-virtual-assets were actually read on 2026-10-18. Their scopes remain separate: legacy program notice, U.S. applicant rules and international standards. Fictional expiry dates are teaching assumptions; no current individual eligibility or legal outcome was verified.
