Stablecoin Payments & Crypto Cards
Issuers, BIN Sponsors and Networks
The brand a customer sees need not be the institution issuing the card or owing a particular balance. A network provides a distinct role from an issuer. A processor and a program manager can provide other services. The actual division of responsibility must come from the regional agreement, not a logo or a diagram copied from another program.
What you will learn
- Identify the issuer, program interface, processor and network separately.
- Investigate a claimed BIN sponsorship instead of treating a label as a guarantee.
- Follow authorization and recovery questions to the responsible agreement.

One card can involve several institutions
The brand a customer sees need not be the institution issuing the card or owing a particular balance. A network provides a distinct role from an issuer. A processor and a program manager can provide other services. The actual division of responsibility must come from the regional agreement, not a logo or a diagram copied from another program.
Coinbase's captured U.S. card overview identifies Pathward, N.A. as issuer, Marqeta as processing partner and Visa as network. This is evidence of those documented roles for that program; it does not establish equivalent roles for every Coinbase product or country. Coinbase overview
For Wirex's captured EEA arrangement, the agreement names Transact Payments Malta Limited and describes electronic money. Its commercial title includes Debit Mastercard, while clause 2.3 expressly distinguishes the contractual arrangement from a bank account and specified card categories. Preserve both the label and contractual wording rather than infer deposit protection. Wirex EEA terms
Worked example: a merchant receives no approval
Imagine a teaching program with a customer-facing app, an issuer, a processor, a network and a merchant's payment provider. A customer has a displayed balance of 200 and attempts a 60 purchase. The merchant receives a decline.
The balance does not prove that every participant authorized the transaction. In this fictional model, the processor could be unavailable, the issuer could require review or the merchant-side request could be unsupported. Those are separate hypotheses, not diagnoses of the named products. The app should preserve a transaction reference and route the issue under the responsible support process rather than say the network holds the customer's entire account balance.
Suppose the program also describes a “BIN sponsor.” Require the actual agreement to identify the institution, its authority, the program it sponsors and the obligations it accepts. In the teaching map below, sponsorship concerns the program's authorized network relationship; the term alone does not establish who holds every customer asset or pays every claim.
Customer ↔ program interface ↔ issuer/processor ↔ network ↔ merchant side
│
└→ agreement identifies sponsor, balance obligor and support
Decline evidence → transaction reference → accountable investigation
Distinguish messages from financial completion
A teaching authorization can reserve 60 against 200, leaving 140 available. Later clearing and settlement may confirm or adjust the amount under the actual rules. The reservation is not itself proof that the merchant has received final payment, nor does reversal necessarily happen instantly. The applicable timing and dispute rights require current program documents.
For each role, record the legal entity, region, document, function, controlled data or money, and failure process. Ask who can freeze a card, who can restrict the underlying account, who handles disputed purchases and who can terminate the program. These powers may have different owners. A customer retaining a wallet key cannot require an unrelated issuer to approve every purchase.
A network acceptance claim also differs from application eligibility. A card's ability to work at merchants in a country does not establish that residents there can obtain it. Separate account terms, cardholder terms and any sponsor agreement whose details remain unavailable.
Common misconceptions
“Visa or Mastercard is the card issuer.” Read the named regional issuer; the logo alone does not establish it.
“The app brand owes every payment and balance obligation.” Functions and claims can sit with different entities.
“BIN sponsorship proves safety.” The actual contractual scope and failure protections still need evidence.
Risks and limits
This chapter does not define universal network membership rules, licenses, dispute deadlines or insurance. BIN sponsorship is investigated as a contractual role, not asserted for a named program without documents. No authorization, complaint or recovery was tested. Documentation findings can change and must retain their region and retrieval date.
Exercise and answer
Exercise: A card has a network logo and a 200 app balance but a 60 payment is declined. Can the reader conclude that the network owes the 200 balance?
Answer: No. The agreement identifies the balance obligor. A decline requires transaction-specific investigation across the actual roles and does not establish who owes the account claim.

Source map
coinbase-card-overview supports the captured U.S. participant roles. wirex-eea-card-terms supports the distinct EEA issuer and e-money wording. Source analysis actually read both on 2026-10-18. The balances, decline and sponsor map are original teaching assumptions; no universal BIN rule or directly tested performance is claimed.
